You should be pointing them to electrical substations where all of the wiring is above ground. They can have one person hold the chain while another one throws it over the wires.
Its not as funny, but 15-20 years ago, Atlanta had problems with copper theives dragging the cables to the traffic cameras along I-20 out of the ground….which netted them jack shit because they were all fiberoptic cables with zero copper…
