I understand where you are coming from. But even someone as heinous as Stalin spoke a truth you can’t get around. “It’s not who votes, but who counts the vote, that matters.”
I would take Ventura’s premise one step further. If ‘none of the above’ won the election, then an open election has to ran where the previous names cannot be on the ballot. Or the position is empty until the next election cycle, and that position is an automatic ‘no confidence’ for any legislation that is up for a vote until it is filled.
