Its a rivet setter, given the visible Leadscrew on the handle shaft.
Rivet setting tool, of some sort?
Kind of looks like the chain breaker my Grandfather had in his chainsaw shop.

Looks like an old style rivet tool for brake shoes.
I’ll go with roller chain breaker.
Diamond holder.
Early American fetish nipple clamp.
Nutcracker, the thread is too short for any rivet setting.
It could also serve to teach your local thief a thing or two. Just remember the duct tape and zip ties.
blow torches and pipe hitters.
I don’t know what it is, but if you don’t get it off of your wife’s white lace tablecloth, she is going to use it on you!
Riveter, I’d go with the brake shoe thing or maybe clutch plates.
Well, after checking my French, it is apparently a “button setter” which I take is snap buttons on a shirt of pants. What Phil’s picture is missing is the punch adapters that go under the quick thread punch.

Note that with the spiral cut threads it is not designed for high pressures, just enough to upset soft metal on the snaps.
