I had some employees use permanent marker on a white board once and used the dry wipe pens to color over the permanent ink which allowed me to use a paper towel to remove the permanent ink. May work on your problem as well.
If those measurements are accurate, someone has bigger problems than how to remove permanent ink.
They should just throw that thing away and get a new one.

Rubbing alcohol should also work.
Gotta get the 99% Isopropyl Alcohol. Use it all the time, even on Ziploc bags. The usual 90% or whatever it is has too much water in it.
Acetone also works, but will melt many plastics.
Yup, rubbing alcohol.. If you use acetone, those cheap Chinese tape measures clean up to bare steel, ask me how I know.

The best solvent for “permanent ” markers is chloroform. If you can’t get that try xylene like BCE. Just stay upwind of them.
Acetone will take everything off of that tape measure even the yellow , LOL
