That’s a Rytecraft Scootacar built in the ’30s in England. Originally it had a 98cc engine but a monster 249cc engine was available in 1939.
Phil needs to invest in a Goggomobil. No larger than his demon Sprite, but at least they’re mobile whenever you want to go for a drive.
