I’m guessing it’s the snowsheds between Truckee and Donner Summit. That would be Central Pacific, which was purchased by Southern Pacific in 1885. If I’m correct the shed pictured is above Donner Lake, which would be not far downhill to the left, and the photo was taken around 1867.

Don’t think it’s Europe, looks more like the snow sheds on either the SP or the D&RGW.
