I hate that phrase and despise people that use it. It is a cop out from making any effort to effect any change. The only thing true about the statement is they give no fucks.

no. It’s a bullshit phrase used by people who don’t know how to describe anything.

No need to warn me not fuck with those people, I will ignore them. Along with anyone who says (or writes), “That being said”, “Having said that.” or similar.
It really depends on the context. The stoic philosophy boiled down to only worry about the things in life you can control. If someone uses the phrase “it is what it is” about things they do not have control over in their own life, it is a good approach.
Conversely, if they say it to you about a problem you’re having that you can influence the outcome, then they don’t care about you or your situation. Don’t ask them for advice, don’t share with them your troubles.
