Based on the memes that I have seen using that phrase. They seem to be people in inhospitable situations who are doing their best to live their lives to the best of there ability. Similar to the picture of someone tending a vegetable garden while a fire rages near by, they give zero fucks about what might happen and are focused on the need at hand. Again this is my opinion, I my be very wrong. YMMV.
