#11 is a sailor shooting a “messenger line” (or “shot line”) over to the adjacent ship during an UNREP. They use the line to bring over a heavier line, then the final transfer line(s) and hoses. It’s interesting to see!

Served on the USS Great Sitkin (AE-17) we did the line shooting thing pretty much daily at sea.
If you think a KC-37 refueling a B-52 is an unnatural act, as someone once called it, you should see a wwII era ammo ship steaming alongside a destroyer 100′ apart at 15knots in heavy seas transferring pallets of shells, rockets and other splody stuff.
Even more unatural to do it at night with both ships running dark.
