Cederq: I have no idea why it is set up. I looked up in my tool catalogs and tried googlefuing the name on the handle and by the opening and had no luck finding any information.

The Real Reason They Invented “Building Permits”
Interesting history. I know I have circumvented the “permitting practice” whenever I could. The narrator states several times the reason for the sudden onslaught of the permitting process, my take is control, pure and simple, control and envy of what you have and may have and a way to tax and fee the ever-loving crap out of you. The first vestiges of a HOA.
For emergencies of course or tightwaddiness.
