The fact that an old law that prohibited propaganda was in place is true. It dated back to the end of WWII. The tie to Obama was a law passed by congress in 2012 to amend that law, called the Smith-Mundt Act of 1948. Stuff like content from the Voice of America or Radio Free Europe shortwave broadcasts to the rest of the world could be incorporated into broadcasts in the states.
So does it matter? Hell if I know. Like every story and every headline the people who want it will line up to tell you how wonderful it is and the people who opposed it will tell you how bad it is. In general it sounds like a bad thing to me, but why should we broadcast propaganda to anywhere? Why should we be funding anything that “sells” the US to the rest of the world, let alone to the citizens?
Is this true?
Well, all I can say is there’s been a lot of legislatin’ goin’ on, so YMMV..

Does that mean that eggs, bacon and gasoline will be cheaper beginning on January 20?
No. You can’t slam the brakes on when dealing with the Economy.
Wouldn’t be prudent.
The kettle is most assuredly calling the pot black.
